It's a complete set of four shocks and four springs, designed for the Honda Civic (1992-2000, including EJ, EG, EH, EK) and the Acura Integra (1994-2001).
You get full adjustability: ride height can be lowered 1 to 3 inches, and the 24-level rebound damping lets you dial in the perfect stiffness for street or track.
The front springs are 8 kg/mm, rears are 5 kg/mm.
They come with aluminum top mounts with rubber inserts, and all the necessary mounting hardware and wrenches are included.
